Can this be saved? The rust seems to have started after they pulled apart? Or is deadso?

I was sitting next to @Mike-L and he said that it’ll take some work with a grinder, but it can be saved.
You could grind it down and probably re-weld it. If it’s too rusted underneath you could weld a small piece of steel over the spot to replace the rusted portion.
This is definitely fixable.
