What program should I use to make my design that would be most compatible with the laser cutter?
Great question! The type of design is the next one. Are you doing layers? Images? Cutting? The lightburn software does most of what you want on the laser side . Inkscape is a preprep software if you want to alter images before going to the laser cutter

Lightburn can import the following file types: svg, ai, pdf, dxf, hpgl, plt, png, jpg, bmp
Given the choice, I prefer to import .dxf files for cut layers.
